The proposed change would not affect the more than 350 existing legal student-rental units as they would be made “legally nonconforming” under zoning: grandfathered in. If they are moved under zoning laws, applicants for new student-housing rentals would have to seek a special exception from the township’s Zoning Hearing Board and be subjected to more public scrutiny. Specifically the township’s Planning Commission will review a proposed ordinance that puts student rental-housing regulations in the township’s zoning code instead of its general legislation. Radnor Township is considering changes to its student-housing regulations that could hold future applicants of the special housing to more restrictive criteria with established procedures and cleaner mechanisms for enforcement, according to the township.
